In the 30 years since the beginning of the policy of openness and reform, it seems that the official 'Socialist Culture', which is still proposed as the unique national culture, has been able to recover some of its traditional positive values, especialy 'harmony, uniformity and patriotism'. The cultural change from a past ideological uniformity to the present cultural pluralism seems to be one of the most significant results of Deng Xiaoping's reform and openness policy. Unfortunately, the official reaction to such a pluralistic situation seems to be met with by apprehension, and at times, by control and repression, suggesting that the authoritarian system finds it hard to adapt to the change. However, the policies launched by Deng Xiaoping thirty years ago will, in the not too distant future, definitely lead to further changes, which will include greater respect for cultural diversity and autonomy

Chinese government's religious policy has not basically changed since the issuance of Document 19 and Doocument 6 in 1982 and 1991 respectively. The 1980's were the golden age of development for the Chinese Christian Church: at this time the church made every effort to establish a foundation. This included applying to open more churches, to set up meeting points, to re-open seminaries, and to print Bibles and hymnals. The thorniest issue was the recovery of church properties, which had been in the hands of the government or public enterprises for many years. However, the growth gradually slowed during the mid-1990's. During this time, the most difficult problem to deal with was the internal contraddictions within the Church. These included differences between Three-Self and non-Three-Self, among denominations and traditions. Actually, the conflicts and divisions in the house churches were more common and more serious than in the Three-Self churches.

The religious policy of the Chinese government, particularly its policy towards the Catholic Church, is no different from the government's general behaviour. The problem is that the middle-rank cadres, together with local self-seekers, create obstruction. The selfish interests of individuals will ruin China's chance to take its rightful place on the world stage
