Steel plant project by South Korean steelmaker POSCO is a dream for Orissa, one of India's poorest States. Other investors are exploring possibilities : Tata Steel, Vedanta Aluminia . Orissa is home to about a third of India's high-grade iron ore reserves and rich in chromite, nichel, bauxite and coal.
