Abstract/Sommario: Stefano Borgia (Velletri 1731-Lyons 1804) was an open - minded ecclesiastic who loved culture and learning. He was Secretary of Propaganda Fide from 1770 to 1789, Pro-Prefect from 1789 to 1800 and Prefect from 1802 to 1804. He was very concerned in the progress and renewall of the Catholic missions. He was Secretary of Propaganda Fide from 1770 to 1789, Pro-Prefect from 1789 to 1800 and Prefect from 1802 to 1804. He was very concerned in the progress and renewall of the Catholic missions. Besides promoting the indigenous episcopacy and the use of the vernacular language in the liturgy, Borgia was especially noted for advocating the importance of learning the local languages. As a result, he considerably expanded the publication of the Polyglot Typography of Propaganda Fide, which printed a considerable amount of invaluable linguistic material. In 1787 he submitted two memorials to the Special Commision for China of Propaganda Fide: A memorial on the necessity, as proved by the last persecution, of establishing native bishops in China and prohibiting foreign missionaries from temporarily returning to those lands; and A memorial on the necessity of an indigenous episcopate in China. The content of the two Memorials: the persecution that broke out in China in 1784 caused Borgia to be extremely concerned about the fate of Catholicism there. He thought that, since foreigneres were prohibited from evangelizing in China, they should refrain from openly challenge the law and putting the Chinese faithful in such great danger; foreign missionaries are necessary for the first evangelzation, but their role is transitory. Even more revolutionary was Borgia's proposal that the Chinese language should be employed for the liturgy. At the time these were unconventional proposals. The years that followed Borgia's Memorials were among the most turbolent in the history of Church, and Propagnada Fide decided to postpone sine die Borgia's plan.
