The A. calls on Western donors to take pre-emptive action as the Cambodian government plans to keep oil revenues in the hands of officials. Oil in Cambodia has raised eyebrows in resource-hungry China, which is already fashioning Cambodia into one of its energy suppliers with several dams projects.
